Developing the Monitoring & Evaluation System of Health Sector Reform Project - Egypt
HCI was the local partner in the consortium formed from
KIT-Royal Tropical Institute-the Netherlands as a lead partner and
STAKES-Finland (WB Funded).
Overall Objective
To assist MOHP in developing and testing system and tools for Monitoring and Evaluation of HSRP activities and impact.
Purposes
To Develop Monitoring and Evaluation System for HSRP.
To
Build the organizational & individual capacity within the MOHP to
run and maintain the newly developed Monitoring & Evaluation System.
Activities
- To assess achievements, success stories, constraints and bottle necks of HSRP management, pilot governorates and districts, and reformed health units.
- To develop and test a tool for Monitoring and Evaluation of HSRP activities and impact on health outcomes for periodic use in evaluating the HSRP.
- To develop process and performance indicators to monitor HSRP activities and outputs.
- To monitor implementation progress and performance of the various implementing agencies; framework and requirements (format and frequency) for program, monitoring and evaluation reports, and area of capacity building in the program.
- To develop and maintain a database of program status for the generation of quarterly and annual progress reports for the government and participating donors.
- To develop system and tools for evaluation on the impact of the initiatives/interventions and provide feedback for modification or improvement as necessary.
- To prepare summary reports for the Minister and donors highlighting problems, strengths and weaknesses, issues and recommended actions.
- To identify constraints faced and corrective actions to be taken.
- To train counterparts on Monitoring and Evaluation (M/E) skills.
The Organizational & HR Capacity Building has been done through 4 stages:
- Orientation workshop (included 20 participants from TSO, TST, HIO, & MOHP staff).
- Introduction workshop (24 participants from TSO, TST, HIO, & MOHP staff).
- TOT workshop (included 20 participants from TSO, TST, & MOHP staff).
- Programmers’ workshop (18 participants from TST & HIO & MOHP IT specialists).

- Developing M&E System (& Manuals)
- Developing M&E Computer System (& Manuals)
- Testing & Approving
- Organizational Capacity Building (HSR, M&E, & MIS levels)
